Ability- Euphoria Inducement. Reeve can release a small range wave that sends anyone in his immediate vicinity into a euphoric state which leaves them happy, content, and lethargic. His ability is only activated when he has intense feelings of stress, fear, or anger. Initially only those who came in skin-to-skin contact were affected but over time, he has learned to increase his power's range. The biggest drawback to his ability is that anyone he uses it on will become addicted to it. They will do anything to get their fix, even murder someone who stands in the way of them getting it. The victim becomes so focused on the 'drug' that they will neglect to eat or sleep. If he were to constantly satisfy the victim's addiction, it would leave them lazy and unmotivated and they would eventually die from malnourishment, dehydration, and sleep deprivation. Like any drug, there are a number of people who can more easily stave off the addiction but they are few. When a person is under the influence of his ability, their pupils become extremely dilated.

Personality- Reeve is very outspoken and ambitious but kind. He speaks for the underdog and hates to see people being taken advantage of so he will fight for them even if they won't fight for themselves, which usually rubs people in the wrong way. Most of the time, Reeve is very calm and sedate so that his abilities won't flair up and hurt someone. As he gets older and studies the law, Reeve is very crafty and will use the law to get the desire that he wants, sometimes even using dubious. He will lose a case if he feels that his client is guilty and is attacking a defenseless person. His main personality trait is that he defends the downtrodden and those who cannot help themselves. Besides this, he's very caring and generous but can come off 'preachy' at times because he's also a big activist and protester.
History-
- When Reeve was 10, his father simply vanished one day and he couldn't have been happier. His father was a racist, homophobic bigot who could mentally and physically abuse him and his mother.
- For 3 years, Reeve and Poppy were happy together, they got their lives together and Reeve began dating Andrew and his mother was happy for him but one day while watching television, a report about people returning in a ball of light was broadcast all over the news and shortly afterward, his father returned.
- He hadn't changed and started where he left off, hurting his family. And he also had an ability that he would use to torture his family all day, he could control dreams.
- The abuse went on for 3 years until Jordan Collier returned from the dead and offered Seattle's population a chance to be like the 4400 and have an ability.
- Originally Reeve was against it; he didn't want to be a superior prick like his father but in a moment of desperation, he went and got the Promicin shot, hoping he would get an ability that would protect them from his father's wrath.
- 3 weeks past and nothing happened; he didn't appear to have an ability. But one day, Andrew came over to Reeve's house and the 2 of them were in his bedroom making out when his father came home early for work. Almost instantly, Andrew began acting weird but when his father went to punch him, the instant his fist connected with Reeve's face, his father began acting weird as well, as if the two of them were high.
- Over the next couple of months both Andrew and Narcisso continued acting strange, always wanting to be around Reeve, losing weight and sleep, sweating, scratching, and begging for more of Reeve. It all culminated one night when they both came to Reeve's room- Andrew through the window. When his father saw Andrew, he accused him of stealing Reeve and keeping him for himself and the two of them began fighting. Narcisso went into his bedroom, pulled out a gun and shot Andrew. The strain of seeing Andrew like that caused Reeve's ability to flare up and when his father touched him, he fell to the floor and began seizing.
- The coroner said his father died of a drug overdose.
- Reeve continued on without Andrew but one day NTAC showed up at his doorstep. Apparently Andrew's mother had sent them, claiming they did something to her son as he had been acting strangely.
- Terrified, Reeve ran out of his bedroom window and never looked back, escaping to Promise City where he stayed until the day the Promicin cloud was released. The instant he heard what happened, he ran home to find him mother on the living room floor, bleeding from the nose, eyes, and mouth and then she died.
- After the outbreak died down and everyone in Seattle had abilities, Reeve now lives in his own apartment and he's applying for colleges.
- He eventually goes to Harvard Law School where he had ambitions for a high-level government position to fight for civil rights. While there, he will meet a negative and they will begin a relationship. He later takes Promicin and gains an ability- immunity to powers that affect the mind.
- In the future, Reeve will become senator, fighting for the rights of the 4400/P-Positives but after most of the world gains abilities, his platform becomes exclusive to the rights of gay 4400 and P-Postives.
